Dessen gestaltbare Größe hängt jedoch unmittelbar von der Gewährleistung der Nachhaltigen Entwicklung ab und ginge unmittelbar mit dieser unter. Insofern ist die Gewährleistung der Nachhaltigen Entwicklung eine notwendige Voraussetzung zur Überwindung der Kontingenz menschlichen Seins. Mit dem expliziten Bezug auf die subsidiär wirksame Gewährleistung der Nachhaltigen Entwicklung als Kernaufgabe schlüpft der Staat, schlüpfen Herrschaftssysteme in eine Rolle als Zukunftsagenturen.
